The MOU agreement between the Feds and Alberta includes a new oil pipeline to the west coast that could start construction in 2027.

The federal and Alberta governments have advanced a climate and energy agreement that could see construction on an oil pipeline to the West Coast start as early as September 2027.

Prime Minister Mark Carney and Alberta Premier Danielle Smith made the announcement on Friday in Calgary. The agreement, which builds on the memorandum of understanding that the Alberta and federal governments signed in November, includes a plan to increase Alberta's industrial carbon price, though at a slower pace than previously projected.

The Alberta government says design and construction "may commence as early as Sept. 1, 2027." Both governments said that the process will respect Canada's duty to consult with Indigenous peoples, and that they will engage with British Columbia in discussions on the pipeline application.
There is no private sector proponent or route for a possible pipeline. The Alberta government says it will act as the project's proponent in submitting the proposal to the federal government's major projects office.

Asked if he's confident that a private proponent would come forward, Carney said he would "leave it" to Smith's government to say.
An official speaking on background at a technical briefing Friday said the Alberta government expects the pipeline could start carrying oil no later than 2033 or 2034.

So no one is stepping up to build it, no FN's have agreed to it, BC hasn't agreed to it.

I really don't know what's going on with Premiere Smith. It seems obvious that this is all just a delay tactic.
I wonder if she will ever stand up and say - we made the only deal possible since Ottawa/Carney holds all the cards. They require Carbon Capture, which Alberta taxpayers would likely have to foot the bill for this as it would make the whole project unviable if Industry had to pay. Luckily Brookfield has subsidiaries that can do that Carbon Capture. Even after finished, we don't know if Liberal policy will tighten again in the future - either by increasing the Carbon Price, or by flooding Canada with Chinese EV's to lesson the domestic demand for oil. So Industry is very afraid to invest money with such uncertainties. The only way to guarantee no Carbon Price - or at least a Carbon Price that matches the average of the top 10 oil producing nations in the world - is for Alberta to become sovereign and set their own price and not have it set by Ottawa.
 
Unless Alberta wants to be tied to a single (US) market, any of their other options are going through what would be foreign lands.

As far as I'm concerned, Smith is doing what she saw Quebec do for years, with good success; extract concessions from Ottawa. That, and showing her followers she is standing up to the feds.

On what planet is a pipeline to tidewater dependent on domestic oil consumption? It's exclusively to service export markets.
