Haven't seen this redering before. Found this on the architect's website. I count 57 stories! The zig zag balcony looks like the Windsor Heights by Westrich. Has a very Vancouver vibe to it, obviously.

Lots too valuable for a 6 storey wood frame, yet too cheap for towers ☹️
 
How about some infill that's somewhere in the middle? Say, 10-15 stories?

Maybe its more of a cheap building material (i.e. woodframe) vs. expensive building material (i.e. concrete or steel) issue here. I honestly wouldn't mind if these gaps got filled by decent-looking 6-storey mixed use buildings, but that doesn't seem to be happening either? Other factors like site remediation could be at play too, such as with the Edmonton Motors site

Unlikely remediation would be required as the current use is an office building.
