Wow Bellevue community league's parking lot sure is ugly
That isn't the lot I would worry about. The community league is incredibly well used and that little lot hosts multiple outdoor markets a week during the spring, summer, and fall. A little funding from the City would go along way. The bigger problem is the acres of empty lots for Expo Centre that are only used for 10 days a year. If folk fest can make it work without parking, so can K days. That and the giant hole in the community that is the coliseum.
 
^Agreed too much parking, hopefully long term plan will help with that.

Problem is that Northlands is just one of a dozen redevelopment sites in Edmonton with little to no market interest.
Yes, there are other fairly central sites such as Blatchford and the area by Commonwealth stadium currently being developed, the Quarters and Rossdale have many empty lots too.

And many people who are interested in living centrally are probably interested in living in more established, developed areas.
