Ah, I knew that was smoke I saw in the distant when I was driving over the QEW on the Trafalgar Rd bridge.

It was a row of about ten houses on one street that burned. It was still a significant loss, particularly for those who were to be moving into them in the coming months.

Not sure what happened to the UT Map but this project has fallen off it and is no longer present on the map. Phase 3 is the only thing listed:

The location for phase two has been corrected. I'm not even sure where or what phase one is as it has disappeared from Mattamy's website. If you know @Tim MacDonald, please post! Meanwhile, should phase three be immediately west of phase two on Dundas?

I'm not sure but perhaps this was phase one? I can't recall if the area immediately west is Mattamy or another development. There is an insane amount of development on the north side of Dundas all the way to Trafalgar.
I'm due for another run out to the area so I might hit it this weekend.

So CTV News wrote an article about this project: apparently when you move into new development neighbourhood, you can hear the sound of said development still under construction.
