I think it's just a temporary thing until the project is fully completed next year. The project site says "The bike lane on 99 Street south of 102 Avenue will be closed for the duration of the project" and the renderings + streetscape plan show a two-way raised bike lane on the library's side. Given that there's still that fence and some other construction stuff obstructing parts of the sidewalk, it makes sense that they'd have a temporary SUP in the interim. I'm honestly happy with this (it'd obviously be better if they finished everything this year though), because active transportation is often an afterthought at best when it comes to construction work.SUPs downtown are so dumb. Nothing makes me more frustrated than leaving the funicular and being forced to bike along the hotel MacDonald to connect to another SUP on 99st now.
