They could do any number of things, including just running shuttle buses up the pedestrianized zone on the occasions where that's necessary. Put the regular 97 on Bay or Church, but if the subway is shut down, run your shuttle buses on the pedestrian zone. The pedestrians can adapt.

Pedestrians can adapt for sure, but don't expect TTC or Transportation staff to adapt 😁
