On SSP, it's been suggested that the white spandrel stripes may be a light feature.

I think those blade signs would have been better centred in the middle of those slats (7 gaps, so easily centred),
then the slats would be visible from both sides of the sign.

May be there is not enough back support to put the screws for the sign? The top and bottom sections between the slats are empty.
