This City-Initiated Zoning By-law Amendment application proposes amendments to City-wide Zoning By-law 569-2013, as amended by Site Specific Zoning By-law 988-2022, including matters secured through Section 37 of the Planning Act as detailed in Schedule A.
The proposed amendments would facilitate the delivery of an affordable housing project for Phase 1 (Building A) on the subject lands and would not assign further development rights to the subject property.

October 29, 2025 – TORONTO, ON — Options for Homes, one of Canada’s largest non-profit developers, is breaking ground this fall on The Cedars, a 783-unit master-planned community in Scarborough that will include a mix of rental co-op and attainable ownership housing. In a first for Options for Homes, the initial phase of the community is a co-operative rental building comprising 245 below-market and rent controlled co-op housing units.
The Cedars will deliver the kind of mixed-income, mixed-tenure community that Toronto urgently needs thanks to partnerships with the City of Toronto — including the Housing Secretariat and CreateTO — which fast-tracked the project.

The project also benefited from recent changes to provincial legislation that incentivizes non-profit housing development.

On Wednesday (October 29), Mayor Olivia Chow and CreateTO CEO Vic Gupta joined Options for Homes CEO Daniel Ger to break ground on the co-op rental building.

“We are building The Cedars for the broad range of Torontonians who have been priced out of the housing market,” says Options for Homes CEO Daniel Ger. “The people who live in our communities are working families who need good, stable housing in neighbourhoods that allow them to grow and flourish. We are excited to be building a community that has both co-op rental and attainable homeownership options. The Cedars will help fill a big gap in the housing market.”

“We’re bringing co-ops back. The City waived fees and taxes and fast-tracked approvals and permits to get shovels in the ground to build The Cedars, Toronto’s first major co-op in nearly 30 years. A New Model for Non-Profit Housing Communities

Construction on the co-op rental tower is expected to be complete in 2028.

The Cedars’ co-op rental building is leading the way for the return of non-profit co-op housing in the GTA — a form of housing that is run by residents (or co-op members). The co-op rental housing model is designed to provide residents with stable, long-term affordable housing by ensuring co-op rents (or housing charges) are based on the actual cost to operate and maintain the building without the need to return a profit.

Located near Markham Road and Eglinton Avenue East, The Cedars is walking distance from Eglinton GO Station. The 21-storey rental co-op building will feature a diverse mix of units, ranging from studios up to three-bedroom suites, and will be operated by the Co-op Housing Management Network (CHMN).

Toronto-based architecture firm RAW designed the rental co-op and worked closely with landscape architects O2 on the larger four-phase masterplan community, which will comprise a total of four residential towers as well as townhomes. The masterplan is organized around a 40,000-square-foot central courtyard that will connect to a new 1.1-acre public park at the east end of the site.

Options for Homes plans to build attainable homeownership housing across three additional phases at The Cedars. Homeowners will be able to access Options’ Ready Program, which offers down payment support of up to 15%. Once complete, The Cedars will be one of the largest attainable ownership housing communities in Canada.
Rental Homes Will be Affordable for 50 Years

The City of Toronto is an essential partner on The Cedars co-op. The land was purchased from the City and in partnership with Create TO. From the very start, the purchase included an obligation to provide below market housing.

The City of Toronto waived municipal development charges, property taxes, and permit application fees. The City’s Development Review team fast-tracked the remaining municipal approvals processes and the Buildings Department has expedited the review of building permits.

Affordability has been secured for the next 50 years and 20% of the rental co-op units will meet the City of Toronto’s definition of Affordable Rental and 80% will meet the City’s definition for Rent-Controlled Units. Housing costs will be 80% to 90% of Toronto’s average market rent (on units built post-2020).

The Province of Ontario’s Bill 23, which exempts non-profit housing developers from development charges and reduces other fees, also played a critical role in getting shovels in the ground at The Cedars.

Additionally, Options for Homes is partnering with YWCA and Community Living Toronto to offer 20% of the co-op rental units to these highly regarded social service agencies.

As a non-profit with a long track record of delivering below market housing, Options for Homes is well positioned to develop housing that is responsive to community needs. This multi-layered approach of incentives and collaboration among partners made it possible forThe Cedars South Tower to break ground this fall.

Down Payment Support for Homeowners

Residents who buy attainable ownership condo units in future phases of The Cedars will be able to access financial support. All future condo purchasers at The Cedars can access The Ready Program, Options for Homes’ shared-equity program, which offers up to 15% in down payment support. Buyers do not have to pay off the down payment support until they move or sell.

Options for Homes is a non-profit that delivers attainable housing to the same level of quality as private, for-profit developers and is subject to the same market forces. “Attainable” housing refers to homes with a lower barrier to entry, in this case through down-payment support that lowers a homeowner’s monthly carrying costs. Options for Homes pioneered this model, building more than 3,300 homes and helping more than 6,500 people become homeowners across the GTA over the past three decades. Only buyers who plan to live in their homes — not investors — can purchase in an Options’ community.

With The Cedars, Options for Homes is advancing its goal of making homeownership attainable for moderate-income Canadians who may not have access to family wealth or face barriers to saving for a down payment.
