In the end this long predates the AIC so even those who are data hoarders won't have any proof of what was finally constructed. Would take confirmation from aA, Sweeny, or Menkes to put this to bed.
 
Google Earth puts it at ~157m, and it tends to be accurate within a metre or so. Definitely not 173m.

Interestingly it has the condo towers as taller than the approval, particularly the shorter building which definitely falls outside of the margin of error - 229m and 238m.
