I've seldom seen a hotel restaurant NOT open to the public--most high-end hotels who put in a high-end restaurant are counting on additional revenue coming in that way.. At that location, they'd be crazy not to have it open to all to take advantage of the Bay St. crowd (and the Entertainment District crowd, to a lesser extent).
