What's with all the chimneys on the existing building?

A late response to your question. The chimneys relate to the original School and probably provided one fireplace per classroom:

Absolutely! Probably there was a desire in the 1940’s to “modernize” a building that was totally unfashionable. Perhaps the same way some buildings from the 60’s are treated today (i.e. Simpson Tower).
