The plaza is contingent on the reconstruction of the Jarvis Gardiner Off-ramp to be shortened to Yonge St, where it will then extend straight as Lakeshore. Harbour St will then terminate as a "dead end" at Yonge St.

What they are doing is the interim condition, which will maintain the Harbour St > Lakeshore connection until the new off-ramp can be built.

Which I will reiterate to the city, should sure as hell never happen. That off-ramp should not ever end at Yonge St.

That's unless the city is bent on screwing traffic flow even more and making congestion much worse than it already is.
