For passengers to transfer from the Ontario Line Pape platforms to the Line 2 platforms above, will they need to head up to the surface and then back down again like at Osgoode?

Or will there at least be connections to the existing Pape station mezzanine directly from the OL platforms?

That will not be the case at Osgoode. The primary entrance at Osgoode will connect to the existing concourse, the secondary entrance at Simcoe will not.

There are no documents to show the arrangement of Pape but, considering how invasive the construction is, there is no reason to believe the platforms will not interface underground.

That's correct, for both the situation at Osgoode and Pape. Pape transfers will also happen at a concourse/mezzanine level.
