...they also appear to be removing some of the brackets/braces from the central columns.

I believe those were just temporary stiffeners to keep things square prior to pouring since it was 50 feet high thin metal.

I think the bigger gap is for a staircase. The smaller one could be for recycling/garbage chute?

Looking at the schematics for the residential floors, it does specify that the area is for a garbage room:

makes sense the small cut out is for the 2 chutes, the room itself is of course poured.
