Nah, I'm sure it will remain "The One". But I think it signifies that they're getting close to selling the new units they're creating and (probably) ripping up the existing purchase contracts to (re)sell those as well.

They have to drop multiple mechanical units into place as well as their being a half floor in between and I would imagine there is far more mechanical embedded in the slabs and walls in these areas making it that more trades have to be involved
 
It's really four floors - the two mechanical levels, and the level above and below them. They are taller. All four floors have shear/outrigger walls from the core to the mega columns, and beams to support the smaller pair of columns that are on each side. Just a lot more rebar and concrete work taking place.
