Mount Joy Transit-Oriented Community (Mt. Joy TOC) is a proposed 38, 36, 34, 30, 30 & 28-storey mixed-use development designed by Arup for Infrastructure Ontario on the southeast corner of Markham Road and Bur Oak Avenue in Markham's Mount Joy area.

There is no 'who' yet, as you're aware PE.

All he means is that I.O. won't be a developer, and won't build this particular vision which is solely a massing mockup; unless you know different, this time. (I haven't paid any attention to this one,) but this is I.O. pro-forma with the exception of Gerrard-Carlaw off hand.
 
^...I don't think the provincial government are usually into building a residential on a mass scale like this. So I am going to assume there is more to this than what is being presented here.

I get that. My point is that ain't nobody looking to develop anything with TOD 'credentials' based on an hourly GO train. You could make the land free here and it still won't pencil.
