Those smaller sections of the Curtain Wall (which is what I think you're referring to) are covering a concrete floor. Making them opaque is standard on even high end buildings. Spandrel is more common in Window Wall where you have a clearly non-vision glass panel to hide those elements. This still manages to pull off the glass look even over the concrete parts so I wouldn't use the spandrel descriptor here. This is Curtain Wall which should look good, even at hiding the structural elements, whereas most bad spandrel is used in Window Wall, which is different and also worse (but also not being used here).

TL;DR Curtain Wall good, Window Wall bad

It's curtain wall - and the renderings show it going up the full height of the building.

For ~3/4 of the height.. The top section of this tower seems to be the cladding all the way around except for one narrow strip.

I think the renders are pretty clear that this is not going all be wild and wiggly cladding here. Some of it's going to be conservative to almost a fault...for good or bad.

I think a project is the sum of all its parts, in that sense there’s nothing conservative about this project just because some parts of it include curtain wall. Even curtain wall itself isn’t standard for most condos. The overall effect and design is still very bold by most global architecture standards
 
I am so jacked about this building, gonna be a stunner. We don't have a lot of shiny silver buildings so this is really going to stand out. Just wish the taller one had been started before the market crash!
Even this one is going to be huge - it's basically the same height as ScotiaPlaza. It's no slouch.

I was wondering why some of the curtain wall panels seemed to have a darker tint than other panels.
... there's variation to provide a "speckled" appearance.

You can see it best viewed from an angle:


PS - it's not 'window wall' because window wall sits on the slab.
These do not sit on the slab as there is a panel spanning the slab (no joint at the slab).
