Above-ground permits are, typically, issued after foundation/STS permits pass inspection. So no, they have not been issued here.

Even with an optimistic duration, the project would be ready for handover around 2031 if construction started today with acceptable productivity and performance compare to industry standard of care .

I can't speak to a timeline here. If this were 2022 Centercourt's work, (and it was starting now), I think you'd see occupancy in late '29 or early '30. But Candarel may have a different work rate.

There was demolition/remediation back when, then a sales pavillion permit. But primary site prep works for the buildings do not pre-date 2025.
