Looks like a gas/utility hookup, probably Enbridge (not the City) at the request of the developer. I'm sure the interlocking will be replaced. The sidewalk.... probably not for a long while.

That will get relaid - there is a reason the stone is still sitting there. How long that takes, up for debate..
