According to a source with knowledge of the OPP probe, the force has sought information about a highrise project in Kandavel’s ward located at 708-712 Kennedy Road. The source spoke on the condition of anonymity because they weren’t authorized to talk publicly about the investigation.

Last June, Kandavel introduced a council motion that directed the city to accept a settlement offer from the property owners that would allow the development to proceed. Staff had raised concerns about the project and weren’t supportive of a previous version. His motion passed.

It’s not uncommon for council members to overrule staff on planning matters.

In response to questions about the development on Sunday, Kandavel’s office referred the Star to the councillor’s social media statement.

Total site area ~ 1.1ha/2.7ac

Based on the current site area, and configuration, it would be possible to support a new building on the parking lot at the rear.

However, I find that to be unlikely.

This site is within the MTSA sphere of Kennedy Station at ~500m away.

I think that makes it very improbably that buildings of 3-4 storeys are retained.

I'd also add the site has some potential issues in terms of the rear area (though probably still building space available)

Note the Blue line, which is Taylor-Massey Creek.

There are three different issues at it pertains to the creek.

The first is the standard rule of ceding any land within 10M of stable top of bank to the TRCA.

The second is any issue that may pertain to flooding, and flood planning. While this site actually isn't within the floodplain, the areas immediately upstream and downstream are at risk.

That may make the taking of some land here desirable to reduce risks to neighbouring properties. (blue indicates floodplain)

There is also a longstanding desire to establish a formal trail along this section of creek, and that may come into play as well, along with a possible access easement from Kennedy.

Toronto councillor asked for ‘considerable amount’ of money to move developments forward: source allegations​


Developers of two Scarborough properties raised concerns about a Toronto councillor asking them to pay a “considerable amount” of money to get their proposals through city processes, sources tell CTV News Toronto.

And one source said that was what the OPP was asking about in interviews that were part of the provincial police force’s investigation into that councillor, Parthi Kandavel.
Developers are often asked to pay a community benefits charge under section 37 of the Planning Act. The source said this alleged arrangement went beyond this.

Does not surprise me. On the eve of his first election, hundreds of very dirty attack mailers against the two other competitive front runners in the race were placed in mailboxes across the ward anonymously. The creator was never caught despite the clear major violation to city election rules, but it doesn’t take a genius to put 2 and 2 together. That’s when I knew this guy is underhanded.
