It's possibly just a safety measure - people could easily sneak into the structure.

Yeah, they're covering all possibilities to enter the concrete foundation. But, I see some vehicles are still in the site.

I think the 72 story hotel project has been cancelled. There's an application of the same site, but way different.

Looks like they are going to just build a parking structure, sad outcome for what could have been an iconic structure

Sort of. 3-storey parking garage with ground floor retail, but if you look at the site plan/architectural drawings, it does say "future construction" instead of a true roof level. That tells me they want to make use of the site (and stop losing money) but can't commit to the full tower yet.
