Filing a development proposal for land you don't own, lease or have under contract!

I'm not sure if it meets the definition of fraud in the criminal sense; but morally this is abysmal.

But they are retracting this proposal, right? After they've been caught with their hands in the cookie jar?

Technically this isn't against the Planning Act. You can absolutely zone land you don't own. But just what Stan was planning to do after this who knows as he would have needed RBC to sign off on the SPA app. and would have needed them to sell the zoned assembly, if it were going that more-likely route.

HOWEVERRRRRRR...
