Because that kind of housing is absurdly expensive to build in a high-rise form. Only the wealthiest can afford it.
I don't disagree. However, ultimately, when the developing world fully reached developed world standards of living, hopefully in most of our lifetimes, and immigration levels off, current and projected birth rates will see population collapse.
I don't happen to think this would be terrible, ultimately as it would drop the cost of land and housing substantially, but it would not be without its challenges, both demographic (how do far fewer young people pay for and meet the needs of far more older people); but also it would mean sustained economic contraction.
If you want to take the edge off that, we will need to find a way to house full sized families more affordably and there will have to a paradigm shift of some type.
The answer to good housing is expensive should not be to build crappy housing.
