Why did Anthony Perruzza vote against these zoning changes? The neighbourhood desperately needs new housing, no? Also, does anyone happen to know when these units go up for sale in pre-construction? Will this condominium be a mixed use residential property?

Rental.

Peruzza is just being a grandstanding politician. Nothing more, nothing less.

Which part?
You can assume that I don’t know anything about this topic (I don’t). I don’t understand the relationship between rentals and Anthony Perruzza and how this makes him a grandstanding politician. Can you thoroughly explain the politics of the this zoning plan? I’m asking because I am interested in potentially buying a condo unit in this intersection. Additionally, I would like to understand the Councillor’s position on this so that I can remember come municipal election time.

Gochya. The two are unrelated:
  • Peruzza is kowtowing to the existing residents in the area, many of whom are annoyed with the ongoing Finch LRT construction. In his calculus, this new construction is just a furtherance of that frustration and his voting against this allows him to play the 'hero' for his [voting] constituents. In reality the two projects are completely unrelated, but Anthony is a dime store politician (among the best) so he feels he needs to be able to 'stand up for them' in an effete attempt to block this (the reality is that Anthony knows it'll go through, but instead of responsibly advocating for more housing in the Emory Village area, he's happy to help pull up the proverbial ladder like the empty, conniving, politician he is);
  • Rental means there are no presales here. The apartments will be rented out unless the property trades hands and a new team takes it over.

Thank you! This is the explanation I was looking for! Just a little correction, it’s Emery Village by the way.

I’m a bit bummed out that these are purpose-built rentals. A lot of people in this neighbourhood are young professionals, second-generation Canadians whose families are immigrant renters. There needs to be more affordable condos, not only purpose-built ones, that service the younger members of such families who now possess postsecondary degrees and are earning more than their parents. Purpose-built rentals are A-OK and we need all the infrastructure we can get in this part of town but there needs to be more variety to ensure that the local population can fully benefit from these. It would also quell comments about gentrification as community members would be able to actively invest into their own area.

On that note, I was looking at the plans you provided and am wondering what the yellows, the orange, the blues, and reds stand for? Of particular note is where commercial or mixed use zoning will be. I personally know many of the small business owners in that intersection and a common concern amongst them is where they will be moving their businesses. Is there some sort of timeline as to when the intersection will more closely look like the drawings in the plans?

I don't understand what you mean? Can you explain this more thoroughly?
For example, during the city council debate over permitting simplexes city wide, he took a good ten minutes to describe how "the humble workingman plumber always dreamed of his own castle, known as the bungalow" and to allow more people to live in the city would be "destroying" that dream. Just a ridiculous man.
