These drawings arent secured with the approval, only the zoning By-law is. So technically the height is 300m until this becomes a real project through SPA - where the height can become anything 300m or less. Recommendation Reports use the zoned height for this reason.

I believe 300m is only used as the rounded number in the report, the same report shows the elevation with the submitted height of 299.04m. In any case we (UT) only use submitted elevation drawings for our height numbers regardless of if it is a rezoning or SPA.
 
Regarding 17-19 Toronto St, they could preserve the interiors by erecting temporary walls and keeping the surviving portion climate-controlled. Sure seems like a case of "don't wanna, ain't gonna" or in other words, it's cheaper to destroy and make a replica than it is to preserve it.
