Can someone ELI5: what about this (profoundly uninspiring and drab) structure caused it to take 7 years to begin construction and another 3 to be (almost) completed?

You know how your mom and I give you an allowance every week? Well, it takes a lot of money to build a building, and whoever built this one did not have a very big allowance, so they had to spread out the costs over a long period of time. That's called underfunding. If you would like to construct a building, submit a sufficiently detailed business case to your mom and me and we'll consider raising your allowance. BTW, Mom just shrugged regarding how drab this is.

It’s good filler. Not every building needs to be a masterpiece.
