Regardless of where the forum is hosted, the time should still show up correctly when you set it in your profile. The forum software must have the ability to set the default time for the location of the site itself.

Its set up properly in vBulletin. Seems to be an issue I need to discuss with the people hosting the site. I just haven't had the time to do so.
