These building permits for Phase 3 have not been issued yet, but have had some 2025 examination activity. Shoring, HVAC, plumbing & drain permits have also been submitted for both Phase 3 towers and all remain pending. Other retail fit-out permit activity is ongoing; tenants include Dairy Queen and a barbershop.

There is a Minor Variance application for Phase 3 going before the April 17th CoA with the only new requested variances involving the height of the elevator overrun and minor setback changes. The remaining variances were already approved by the CoA in 2021 but were re-applied for "out of an abundance of caution" due to one of the approval conditions not yet being fulfilled.
 
Concert does want to move forward with Phase 3 but there are some technical matters preventing that progress. I believe the above CoA package seeks to rectify those issues. Perhaps @Paclo could move these posts to that thread?
