Second, there is a legitimate reason for it. There is no end in sight to the war, so the nuclear carriers have to conserve food in case the deployment is extended/replenishment is jeopardized. Food replenishment probably takes a backseat to armament replenishment. Underway replenishment can range from every few days to every week or so.

I think it's the issue of "rationing" versus "starvation" which are slightly different things...That's just not how logistics works for battlegroups. I've said before that these pics are probably "midrats". That's leftovers that are available between regular meal service times. Either that or somebody is on a diet and sending their food log home.
The idea that an entire aircraft carrier is starving during high ops tempo stretches credulity. I don't think people understand how quickly ops would grind to a halt if all those people were given starvation diets. Weak and fatigued people don't mix well with fast aircraft and nuclear reactors in tight proximity.
As a point, not only is anybody touching an aircraft fed enough, but aircrew are required to eat different meals from each other to ensure that accidental food poisoning doesn't incapacitate a crew. Knowing those rules, it makes this pictures very questionable.
