Make weekends free unless utilization is over 85% consistently.

For Oilers, Oil Kings games and concerts, Taste of Edmonton and other highly attended events like Rodeo, would parking still be free?

You can do event pricing. But the idea of people paying for parking at 10am on a Sunday to do brunch when 80% of parking is empty is silly.

Supply and demand need to match or we simply deter shoppers. I’ve read the high cost of free parking, I believe street parking city wide should have monthly permits for a small cost, I think free parking worsens congestion, etc.

AND our downtown is very, very quiet for most weekends of the year. Especially in winter. If free parking helps businesses and vibrancy, we should do it. Until utilization rates are high, and congestion is bad, what’s the point? Sadly, less than 15 blocks away both north and west of our CBD are identical businesses with huge parking lots for free. Tough to get people to 104st for brunch if they have to pay when brewery district has a half dozen great options with free parking.

Also, if people know there is some free parking, they’ll come. And then if it’s all full, they’ll pay somewhere. But at least they came DT. If they simply don’t want to pay, they won’t even try to come.
 
 
The city put the cart before the horse when they introduced paid parking on non-event weeknights and weekends. Our DT isn’t on the same level yet as other major cities that already do this, but once it is, than they should look at doing that.

We need to make sure DT is a destination people want to go FIRST and avoid things that might deter them from coming down in the first place.
 
There is little extra cost to downtown parking on streets, the roads are built and are there already. They would still be needed and still have to be maintained if there was no parking.

The administration of paid parking is that not expensive and should be covered by fees and tickets. Really the only reason for it is to keep people from tying up spots too long when busy.

In most of our downtown, that reason really just mostly applies for 9 to 5, on Monday to Friday.
 
There is a private sector solution to parking. In the mid-to-late 80s, there was the Park in the Heart program that allowed people to park downtown for free or low cost. Free parking for someone who frequents a business: good deal. Free parking for anyone who wants it for whatever reason, not so much
 
I'm certainly not in favour of of free-parking as a rule, but for parts of downtown that have underutilized street parking, the fee should be reduced accordingly until its mostly full. Otherwise it's a waste to dedicate the road space to it. If that ends up with it being free on evenings or weekends then that's fine too.
