So long as the ROW is not built on, outside of something like a rail trail, this is a safer option than just leaving the tracks there. It is when things are build on the ROW that would be very depressing.
They are putting a trunk watermain under the Right of way.
 
Even rail trails are often a death knell to ever using the tracks again, especially if the rail trail goes through backyards where there once was rail. You get monumental pushback if you try to make it rail again. A trail raises property values and a rail of course does not.

I understand that.Much easier to lower property values than it is to find a whole new ROW. Selling it as a way to improve transportation can help cushion that blow.

No, not south of Broadway (old Highway 9). That’s still to come.

The industrial spurs are still largely intact even when Orangeville removed much of the main track through town.
I would suspect the industrial spurs are on private property so likely the responsibility of the owners (who may simply not care).

If I recall properly, that industrial park at the north end of town was purpose-designed and built by the Town in the 1980s explicitly with and for railroad access. The track is owned by the town, who would have then leased it to the railway.

The Town of Caledon's website says it's in the detailed design and construction phase, but didn't see any construction notices?

The detailed design usually doesn't require any construction notices published until they reach 70% to 80% and the build is tendered and approved, then they can apply to the region / town for road closure notices to be published and permits to be issued once approved.
