You wouldn't usually segregate express and local tracks on different levels. Typicall, in a two level system, you would put one direction on one level and the other direction on the other level in order to facilitate connections between express and local.
 
I thought about that after I wrote this post... seems like it would help with airflow in the tunnel, as trains travelling in opposite directions would be pushing air into each other.
 
I wish they would build the second phase soon with the new generating plant. This power will be even cheaper than the current average price.

Unfortunately it won't lower power rates 1 penny, we pay the regulator's market rates. OPG will just retire some debt, or more likely, bargain away the savings to the Ontario Power Workers Union, during the next contract negotiation. :(
 
Hydro rates are already quite low. Hopefully with smart metering, we'll start to see more sensible use of electricity. Beyond that, hydro is still cheap enough that Ontarians waste it without much consideration.
 
Sure, we do pay the provincially mandated rates, but those are set based on the average price of power, which will be lowered (albeit slightly) by this project.
 
I agree with pushing the second phase forward at a quicker pace - regardless of no price improvement. The province needs the reliability of hydro and the mix in the sources.
