I think so, although I saw this in the news today: 1 WTC's first tenant looks to shrink its space by 85%

Conde Nast is the anchor tenant and they occupy 1,200,000 square feet between the 20th and 44th floors. There have apparently been issues of a stiletto heel wedged in an escalator, rats and mice in the building, bad sushi in the employee cafeteria, and Times Square costumed characters crowding the entrances to take advantage of tourists visiting the Memorial and Observation Deck, not to mention the icicles that would grow on the facade and fall off. That required a huge scaffolding, but apparently no longer as it did not appear this year.

A small handful of others now occupy the building, including TV Stations CBS, PBS, and NBC, which will broadcast from the antenna/spire. Expect it to get covered in broadcast dishes and crap.
