In reality, I really don't think voters elect councilors to only just manage one employee and I suspect many councilors have a broader view of their role than that too.

If they do take “that broader view”, they are mistaken and they’re undermining the system and its efficiency. As already noted, from a reporting perspective, only the city manager and the city auditor report to council and are responsible for implementing council direction and priorities.

This doesn’t mean that Council doesn’t have the ability and the responsibility to approve or not approve specific projects or rezoning or other business items or that they don’t have the ability to initiate some of those things.

The above are two different things.

Administration’s role in the latter is to provide information for council to respond to, not to report to council as direct employees. Council’s role is to respond to information (whether provided or requested) through the City Manager, not directly to city employees.

It’s also worth noting that Council’s role when it comes to providing decisions and/or direction needs to come from Council as a whole (or from official Council committees as a whole), not from individual councillors.
 
Janz is putting forward a motion to Council for a pilot project which would track the plates of excessively loud vehicles. They can't fine them due to the UCP's photo radar legislation, but they can notify the owners.

I suppose proposing something is better than nothing, but I doubt that warnings will change the behaviour of that many.

I also realize an election is coming up so councilors are eager to be seen to be doing something, other than managing their employee.

It's good to have a foot in the door for this issue either way - it's been one of his main priorities as a councillor, and little to no headway has been made.

As far as technology goes, from the above article: "In October 2016, city staff tested new technology that measures vehicle noise."

I also still find it interesting that there is still quite a bit of discrimination when it comes to defining excessive noise. For all the rightful complaining about motorcycles and other vehicles, I would be interested in the results of testing that new technology at Folk Fest's main stage or Sonic Boom or Disco in the City...

To be fair, we hear more than our fair share of motorcycles as they race up 98th Avenue from Cloverdale to Forest Heights but as disruptive as they can be they do stop.

On the other hand, the festival music can go on for days and days. We've recorded Blue Rodeo in our bedroom at midnight with all of the windows closed and you can make out the words even though we're roughly 1.2 km away on the other side of the river.

Totally fair. But my counter would be that festivals are usually pretty contained and notice is given to those nearby. Also, those festivals represent thousands of people having fun and millions of dollars injected into our economy. Compared with 0 benefit beyond the individual on a motorbike for that nuisance.

As a city, 1 is worth tolerating and a net benefit. The other has no benefit, only downsides.

Hosting a debate before the nomination period ends is interesting. As is the spelling of the wards.
