sh4dow, from my experience, there are not many general interest websites which will have a majority of people from Toronto.

Perhaps it's different for Austrian perspective, but on English-language websites, they will attract people from USA, Canada, Europe, Asia. Never specifically people from one city.

Unless it's talking about local issues, but that's what Urban Toronto is.
