I don't think Layton is "seeing the light" I think he's stating a fact. The fact is that services outside Canada's public healthcare network have always been provided for privately, and that clinics like these have the ability to grow.
Its important to fund public healthcare and let those with the means to buy care they seek outside the system as they wish.
