There are two east-west runways at LBP. When winds are from the west (which is most common) planes using the southern runway start their final decent from over the Yonge and Sheppard area. They generally either come directly in from the east or circle over the Yonge and Lawrence area from the south. Planes using the northern runway start their final decent from over the Dufferin and Steeles area with some planes circling to that point in from the north. This allows both runways to be used simultaneously. However if only the north runway is being used planes can circle in from either the north or south to the Dufferin and Streeles area. Planes circling in from the south would probably pass right over Dufferin and Finch. My guess is on the day in question the southern runway was closed for some reason so planes were circling in to the northern decent route from both the north and south sides.

One minor quibble: there are three east-west runways at LBPIA. Two in the south and one in the north.
 
Yes. There are two east-west runways on the soutth side of the airport, one east-west runway on the north side, and two north-south runways. They will add an additional west facing runway on the north side which will only handle landings from the west and take offs to the west.

What exists to the East of the airport that prevents the reverse from happening? Not that it matters much since terminal capacity will long be maxed out before runway capacity is.
 
^ A cargo terminal and maintenance hanger they aren't willing to get rid of. The fact that it is one way doesn't matter because on the north pair one will always operate landings while the other is doing departures.
 
Occasionally there are nights when I see the planes descending from the south and it appears as if they are flying north right over where I live (I face south, Wellesley & Jarvis area) but they are high enough up (perhaps 4,000 feet) so there is very little noise.
