Should have been clearer - I was not intending the bilevels to be in passenger service, merely that Northlander could deliver GO rail cars to/from refurb for Metrolinx, and be compensated, rather than have MLX pay CN to do it. But the marshalling point is fair.
A passenger train with non-passenger revenue? Wouldn't that be a mixed? Metrolinx has to pay somebody to get their units to North Bay. If ONR offered some massively undercut rate (why would they?), CN might find a reason to increase their cost to ONR to use their trackage.

The Northlander won't be going through the ONR yard anyway. They would have to use the run-around track at the station - if it is in service.
