Mississauga wants OUT of Peel.

But...into *what*? You see, a province of DYPT/GTA does not prevent any such opting-out; wanting out of Peel doesn't mean wanting out of the GTA or wanting into the ROO (Rest Of Ontario). Besides, the regions themselves might as well *all* be abolished as collective political entities within a provincialized GTA; so, Mississauga might win anyway...

Hmmmmm....

I wonder what would happen if a municipality just got so fed up with the Province that it would --well, opt out?

Like a municipal small-town mutiny where the 2006 campaign slogan would be "JUST OPT OUT".... and all 473 residents voted in resolute-agreement.

I bet opting-out wouldn't be allowed --as in there's legislation tucked in a dusty dank file somewhere in the bowels and bureaucratic-triplicate-entrails of Queen's Park for just such an eventuality.

Opt out to where?

You are aware that municipalities exist at the pleasure of the province. The city administrations just can't exit anything whenever they wish. Municipalities are legal incorporations and must follow the law.

Well, I'm ashamed to admit that I finally figured out municipalities exist at the pleasure of the province a year ago. Meaning that for the other four decades of my adult life, I thought municipalities existed for their citizen-residents!

I wasn't talking about "city administrations" in my fantasy small town scenario but real *people* --voters voting out. Voters standing up to The Province and saying, (all in one long tortured breath with no punctuation for relief) "We've had it with your down-loading and your hypocritical strangle-hold on us you can take the $pittance that charades as funding that you sprinkle our way and take your we're-all-in-this-togethers and shove it we've had it we're out!"

Hmmmm... a town Opting-Out would make a great story-line for a Corner Gas episode... rival town Woolverton (say) wants out of Saskatchewan because Dog River is located there....

Oh yes, ABSOLUTELY! And I know just how fastidiously The Province has ensured that mechanisms are in place to guarantee that laws and regulations are followed by their municipalities.

And I also know that it is a fact that all municipalities are responsible and accountable governments.
