I contend that it deprives the City of the option to refurbish, and therefore increases the cost burden. Just as the intent was always to replace the 40' buses after one refurbishment until there was no money and a second refurbishment was done to prolong their lifespan.

Yes, 12 years doesn't seem very long. It would seem refurbishing after that would have been the best option if possible.
