If that were the case, then they could go farther west to 231st street from the Lewis Farms Rec Centre site, south to Whitemud drive and then east to the same destination point at Enoch. The point is that the problem is not unsolvable. In fact, considering the build-out that Enoch is considering that might even be a better option with a stop at their proposed event centre and another at the hotel/casino complex.

You are right, the rail line along or over a pipeline would mean the pipeline would need to be deeper and have a second liner.
You can cross a pipeline but you absolutely cannot run along it
You are right, The guideline I have here only indicates Perpendicular crossings. They have to be deep enough (10ft approx.) in the event of a derailment that the line is not compromised.
