Correct, afaik the taller tower isn't part of this phase of construction.

That's what's so silly about this. Qualico is calling BOTH towers - "PHASE 2." But in reality, the mid-rise should be "2A," and the 25 storey should be "2B." If indeed they are built at different times.....

Yeah it's a pretty mind boggling number when you consider it's going to be what, 250m in length?

That said, underground tunneling on this sort of scope through a builtform downtown is extremely expensive, and when the client is the same one who is about to pay $6m for a new Harbin gate, this $26m price tag almost sounds like almost a bargain.
