I'm wondering how much of the lower bowl will be retractable seating? Or maybe they're leaving it that way for now while the large cranes do their work.

Only the west end will have risers. The rest will be fixed seating with stuff underneath like: The event level club +bunker suites, and the away/Roughnecks locker room in the south. Extra locker rooms and office space in the East. Media, concert dressing rooms, and green room to the North.
