First thought was a porn studio setting up in an Airbnb than a Homer Simpson chugging beer. Balconies are common amenity space for a reason. A good board will have threatened the owner before they or their tenants could fill it.
 
That’s a good question, without any supports on the corners I wouldn’t want to have anything too heavy on it.
Well, it's part of the slab even though it's not supported, it's called cantilever slab. and yeah, its concerning as it most likely won't be designed.

Even if it's fine, it does make me wonder how much weight a typical balcony is designed to hold?
The simple answer is 100 lbs/sqft, but structural codes have a lot going on.

Not that anyone should ever exceed the design weight, but I wouldn't be seriously concerned until it was more than 250lbs/sqft.
