Brooklyn is a great example of a North American city that has a high population density without reliance on tall buildings. According to my extensive research (i.e. 2 minutes on wikipedia) it has the same population as Toronto with 1/3 the land area. This is accomplished through a seemingly endless grid of streets with rowhouses and walk-ups. It also probaly 'cheats' by sending a couple of million people to Manhatten every day for work, which means it doesn't have as much employement land.
