Given that extension isn't under construction right now, I imagine they are working out how to future-proof it to serve as many kinds of trains as needed. One the project plans for the extension is released, we may see their plans for that area
 
It seems that the main website has been shut down, or more specifically the DNS has expired and is now being parked by GoDaddy https://407transitway.com/.

Does anyone know where one can access files like the EA with it gone?

Edit: I did find some supplementary material through archive.org and other means that is good enough as an alternative, but my overall question still stands.

like most MTO EAs, the websites go dead after a year or two and you have no other sources.

Archive.org is the best bet, unfortunately.
