First I've seen mention of a 'James Bay Deep Sea Port'. I wonder if there has been any preliminary work done or were they just throwing stuff at the wall in the Premier's office. I maintain there are huge logistical problems due to the hydrology in south James Bay (very shallow, much silting) similar to proposals for the mouth of the Nelson River in Manitoba. I guess they don't want Churchill to get all the attention.

Are you confusing James Bay and Hudson's Bay? Rail to (near) James Bay at Moosonee has been uninterrupted. Service on the Hudson's Bay RR was suspended to allow major track upgrades but I don't know any details.The rail service is being restored to James Bay next year and the Province is building a new health campus to serve a gigantic region so a new port may be the next right step combined with a big airport upgrade.
As an aside I have read that though the Arctic is warming it is only beneficial for shipping on the eastern end whereas the western Arctic Ocean is becoming less navigable due to an increase in ice.
I'll betcha the concept of exporting raw minerals would come as a complete surprise to the folks who own the mineral rights as well. Although ownership has moved around a bit, everything has hinged on a refinery somewhere in Ontario. Exporting raw product makes no sense.The concept of a seaport north of Moosonee has been around for decades within the Federation of Northern Ontario Municipalities. A connection beyond the 4x weekly railway service would be useful to them. I would have argued for a seasonal roadway though.
AFAIK, zero study has been done on it.
Fords interest is related to the adjacent Ring of Fire and exporting raw minerals. Ontario should be trying to export refined minerals, if not goods manufactured from them.
EDIT: Interestingly, there is a study to make most of James Bay near the Ring of Fire into a Marine Conservation Area. Many of the stakeholders of this study are also members of FONOM.

I think it's heaping a lot of hope of the feds finally coming to the table.Interesting quote from the Budget document.... but, considering the announcement only commits to study, it doesn't suggest that Ford's government has any more insight than UT does. Maybe they are lurking.

I don't think this is feasible, the CN halton sub is already at 0.8 -1.0 % grade going from the humber in both directions. The CPKC alignment would be way greater than 2% thereI wasn't suggesting the additional tracks for CPKC would literally need to go through BIT. They could stay on the south side of the York Sub including the south side of Malport. Lots of bridges would be needed for CPKC to access the MacTier Sub. Options in blue and yellow. Green = CN; Red = CPKC.
I wonder if this time we'll get actual track drawings as part of the work Metrolinx has been directed to do.

If you are talking about the new health centre in Moosonee/Moose Factory - Weeneebayco Health Authority - it is a replacement for the current 'zone hospital'. Previously, the federal government operated 'zone hospitals' to support satellite nursing stations on FNTs. I'm not familiar with the existing one at Moose Factory but if it is anything like the one in Sioux Lookout that I am familiar with, it was likely pretty dated. It seems the feds and province were finally able to come to an agreement so the one facility can serve non-FN communities like Moosonee. In Sioux Lookout, a town of about 3500, we had two hospitals; one provincial and one federal.
