IMO it's more likely that Metrolinx wrote it into the contract requirements. Someone probably got a bonus for their attention to safety.

If they took a basically mainline CBTC/ATP system maybe not in any way that leaves functional service... Why this thing doesn't operate...

The other big question I have is: ok the CBTC is down, so what? Is there no failsafe, degraded mode where the trams can be entirely...
