I feel like a ferry service could be set up a lot faster than the Park Lawn GO Station. Surely in the interim (and into the future) a ferry transit line could connect Humber Bay to the Jack Layton terminal, and potentially the Portlands. NYC runs ferries as transit, as do lots of cold-weather...
