    I would guess it's because the owners think they will be expropriated to widen the highway one of these decades. An expropriation would not compensate them for the full cost of a renovation, so they are avoiding renovating since they don't know how long they would be able to enjoy the benefits.

    I think opening only the surface section would overwhelm feeder bus capacity at Don Mills/Eglinton, where incidentally Metrolinx has decided to demolish the new bus terminal without opening it, so I don't think that's a good idea.
